Contains the working papers of the governor of Kansas from January 1955 to January 1957, Hall administration, including routine office correspondence among the various offices of state government, and subject matter relevant to the social, economic and political situation of the mid 1950s. Fred Hall, one of Kansas' youngest governors, was also one of its most controversial. Even as a member of the state Senate, Hall's fiercely independent reputation also gave him an image as a troublemaker, even within his own party. Most of his administration was fraught with controversy. Hall, on one occasion, fired the director of the state purchasing agency, then changed the membership of the Civil Service Board, before he could file an appeal. Hall also vetoed a "right-to-work" bill, which would have eliminated union membership requirements for working in unionized shops and factories. Other items on the Hall agenda dealt with high school aid, a small loan law, the establishment of a Water Resources Commission and the establishment of the Tuttle Creek dam.
